It can be found in your Appdata folder > Local > Colossal Order > Cities Skylines > Saves > Temp. This folder only stores the backup temporarily, so i hope that it is still accessible for you!

The save folder exists and is writable. I don't have any new DLC, all DLC was already present when the game last worked.
